Los Angeles Billie Blake and Sean Thompson are the best that the police special unit "Martial Law" has to offer. When drug trafficking, prostitution and violent crime also spread to the suburbs of L.A.^s, and the gangs terrorise the residents, Sean is transferred to one of these territories as an operational manager. There he meets his old friend Tony, who mysteriously accidents one night. Sean is sure it wasn't an accident. When trying to prove this, he himself only escapes death. Now only one person can help - Billie Blake, master of all combat techniques, a human weapon. Both enter the decisive battle against an army of heavily armed killers.

Dr. Rachel Lakin is a mayor candidate. Under the pretext of wanting to free the city from the violence, she founds a private protection troop, the "Peacemaker". However, she uses this Martial Arts special unit more to put the necessary pressure on her bribes and blackmails. When her Kurt Harris comes on the track in his investigations, he also applies as a "peacemaker". But shortly thereafter, his false identity flies up and he stands alone against an army of trained combat machines. A hopeless fight for life and death begins.
