the State emblem, flanked on both sides by parallel lines along the
entire length of the medal. On 400 bronze medals there is a
dedication underneath the State emblem, by the Minister of the
Interior of Israel to the delegates (limited to Congress delegates
only).

the center, above the emblem of the 15th Congress a candelabra, and
the Roman numeral XV. On the side the letters "IULA", the
initials standing for "International Union of Local
Authorities". Beneath the emblem, a legend in English: "XV
International Congress of Local Authorities, November 16-23, 1960".
